“Haddad's empirical research leads him to conclude that talk of permanently settling Palestinian refugees triggers public opposition. Settling 450,000 Palestinian refugees would undoubtedly upset the confessional balance, and require a re-drawing of the political equation agreed upon in the Ta'if Accord (1989). However, the study does distinguish between Lebanon's communities, and it is clear that Druze and Sunni respondents were more ready to accept settlement. Indeed, Haddad's research also revealed that granting Palestinians some form of civil rights, such as right to work, was welcomed by many Muslims.
